Yolnegliyyatservis Department

Azeravtonegliyyat State Concern and Azeravtoyol State Company were abolished by the order of the President of the Republic of Azerbaijan of June 10, 2003, and by the order of the Transport Ministry of June 24, 2003 Avtonegliyyatservis and Yolnegliyyatservis departments were established at the Ministry.

The road network and road economy had been developed in accordance with the development of Azerbaijan up to 1918. At that period the development of road infrastructure was carried out in the inner areas of the regions.

Despite increase in number of motors towards 1918, road equipment was still weak. The motorway construction base was created and supplied with equipments and mechanisms. There were 10 caterpillars, 15 lorries, 4 graders, 12 battledores and mechanisms.

The total length of motor roads equaled 3850 kilometers in 1918. This extension was obtained due to natural roads basically.

The Ministry of Road, Post and Telegraph was created within the National Council in connection with establishment of the Democratic Republic of Azerbaijan on May 28, 1918. After the downfall of the Republic in 1920 the Department of Motor and Land Roads was established under the Department of the People's Commissariat Council. The said Department was transformed into the Department of Highway-Water Economy in 1920, and in 1924 to Department of Motor and Land Roads, in 1928 to the Head Department of Motor-Land Roads and Motor Transport (Azbashyolnegliyyat), and was again transformed into the Department of Highways in 1937.

The Head Road Department was established in 1938 in base of the Department of Highways and the local roads were transferred under its jurisdiction.

In 1953 the Head Road Department was transferred to the USSR Ministry of Transport, and a bit later to the USSR Ministry of Motor Transport and Highways. This ministry was abolished in 1956 and the Head Highways Department was established in its base. The Head Department was abolished in 1974 and the Ministry of Motor Roads Construction and Operation was created in its base. The Ministry was abolished in 1989 and the Production Unit for Repair and Construction of Motor Roads (Azeravtoyol) was established instead.

The Unit was abolished in 1993 by the order of the President of the Republic of Azerbaijan and the State Company Azeravtoyol was established instead.

The Company was abolished on June 10, 2003 and organizations, institutions and establishments it controlled were transferred to the Ministry of Transport of the Republic of Azerbaijan, and Yolnegliyyatservis Department was created by the order of the Ministry of June 23, 2003.

Yolnegliyyatservis Department includes following organizations and institutions:

- Road Operation Departments No.1-47 and Road Operation LLCs No.48-50 –repair and maintenance works in respective motorways.

- Road Greening LLCs No.1-4 – planting trees and shrubs in protection strip of motorways and serving them.

- Specialized Railway Institutions No.1, 4, 5, 7-10, Specialized Institutions No.1-3 and Railway Institution No.2 – repair, reconstruction, projecting and construction of railways and railway plants, manufacture and sale-purchase of building materials and constructions.

- Assigned Carriages Operation Institution – construction, reconstruction and repair of railways, stations, depots, bridges and different kinds of motor road establishments, terminals and social objects.

- Railway Constructions Plant – making and installation of constructions for construction and repair of railways and motorways.

- Yolnegliyyatlayihe Institute – making of projects of objects and estimates for capital and medium repair.

- Scientific Forecasting and Computing Center – making of forecasts for road-transport complex and control on repairs in motorways.

- Constructed Objects Administration LLC No.1 – control on repairs done by the order of the Department.

- Specialized Technological Operation Department – transport service and operation of machines and mechanisms of special purpose.

- Azyolrabite Operation-Installation Field – communication services for the Department.

- Road-Machine Station No.300 – construction, reconstruction and repair of bridges and other engineering establishments.

- Rail Welding Train – welding, repair and installation of rails.

The central apparatus of the Department contains following structural units:

6. Traffic Formation and Security Section.

7. Advertising Section.

8. Economy, Marketing and Wage Section.

13. Law Section.

14. General Section.

Reconstruction and capital repair of 3578-km motorways of republican and 5928-km of local importance has been scheduled for 2006-2015. Overpasses (bridges) and 13 pedestrian passes were built in different road junctions in Baku City in 2006-2007 to remove traffic jams and improve transport services.
