The National leader of the Azerbaijani people Heydar Aliyev was the initiator of the construction of the largest enterprise the plant of deep fundamentals after Heydar Aliyev.
The plant had to provide for the construction of deep platforms in Caspian Sea shelf and the shelves of other basins of the former USSR. The construction of the plant commenced in 1978. French company ETPM and Western European Company Demag took part in the supply of technological equipment and load lifting.
The works on the development of infrastructure were carried out on par with the construction of the plant. The residential houses, kindergartens, schools, special schools and trade enterprises were built in the coastline settlements.
The plant started operating with the production of 60 thousand tons of metal constructions in April of 1984. The first supporting unit for a deep platform was launched into the sea from the staples of the plant and sent to the installation point in 1985. Over 1500 highly educated workers and specialists were trained for the work at the plant.
The project production capacity of 60 thousand tons was defined on the following types of the products:
The supporting parts of the offshore stationary platforms-25 thousand tons;
Stakes-30 thousand tons
Decks -5 thousand tons
The Association Shelflayihetikinti was established on the basis of the plant in 1987. It aimed at the completion of the exploration of oil and gas in the shelf of the Caspian Sea and at the preparation of supporting points for the deep sea platforms. The association included a number of other construction, transport, and energy departments and economic and trade enterprises.
By the decree of President of the Republic of Azerbaijan Heydar Aliyev of January 24, 2003 the association got back its previous name of the Baku Plant of Deep Fundamentals. Other offices and enterprises of the association were transferred under the jurisdiction of the plant.
By the decree of President of the Republic of Azerbaijan I. Aliyev of March 10, 2004 "On the perpetuation of the memory of national leader of the Republic of Azerbaijan Heydar Aliyev" the Baku Plant of Deep Fundamentals was attached Heydar Aliyev's name.
The production of the plant is universal and is capable of the development of any type of supporting units and their decks in the depth of up to 200 meters in the sea. The departments of the plant were supplied with the equipment for the preparation of layers for the production, gas cutting stand and wagons, the metal crooking devices, stands for automatic electric welding of the wells, electromagnetic equipment and others. Moreover, plants for the production of high quality welding electrodes, pipe dying and transportation were also established.
11 supporting units have been developed and launched into the sea since the commencement of the production activity of staples (four each of 420 meters) stipulated for the assembly and launching of supporting points. Five of them were installed and operate in the Guneshli and Chyrag fields.
The National leader of the Azerbaijani people Heydar Aliyev stressed the ceremony to be the most significant event following the signing of the Contract of the Century on September 20, 1994.
That was the most important event after the commencement of the works.
The International Operating Company of Azerbaijan and SOCAR signed a project of the works to be carried out within the first phase in frames of the full scale development of Azeri -Chyrag fields and the deep water Guneshli on April 30, 2001.
The volume of 31 million tons of Chyrag oil has been produced from October of 1997 till January 1, 2004 thus constituting the first stage of the operations.
The Operating Company divided the further works into three stages so that the volume of oil production would reach 20 million tons at the end of the first phase.
The cost of the contracts for the first phase amounted to USD 1.05 billion and the development of Central Azeri includes the following works:
-the development of a drilling platform for 48 wells including the residential unit; the establishment of oil pipeline from the drilling platform to the Sangachal terminal;
-the transformation of 24 oil pipelines to the gas pipes;
-the expansion of the existing coastline terminal in Sangachal;
-the construction of gas compressor platform to be equipped with water pumping and the communication of drilling platforms with a small bridge.
The oil production within the first stage will be carried out in quarter 1 of 2005.
President of the Operating Company of Azerbaijan David Woodword noted that the daily oil production will amount to 1 million barrels and the annual income of USD 6 billion till 2010.
The volume of investments into the second and the third stage totals minimum USD 7 billion.
US company Mc Dermott Caspian Contractors Inc. is the main contractor of the International Operating Company in the work on the first phase. The company undertook the conduction of work for the development and commissioning of upper plants of the drilling platforms.

The second contractor is the French company Bougues Offshore carrying out the following activities
-the development of supporting units of the residential unit drilling platforms and their installation on the transport vessels;
-the development of gas compressor platform to be equipped with water pumping plants;
-the development of supporting boards for the drilling platform;

The completion of the operations -September of 2004
The contractors will sign 6 contracts of the total cost of USD 750 million with different companies.
The JSC Bosshelf established by the Plant after Heydar Aliyev and Star Gulf Fzso is engaged in the construction of supporting points.
Moreover, the Plant of Deep Fundamentals after Heydar Aliyev and the company Mc Dermott established the JSC Caspian Offshore Fabricators and the said company currently operates for the construction of the face decks in frames of the Contract of the Century.
The plant fulfills the orders of the State Oil Company of the Republic of Azerbaijan as well.
President of the Republic of Azerbaijan Ilham Aliyev visited the plant to familiarize with the new large platform constructed at the building site of the Baku Plant for Deep Fundamentals of November 24, 2003. President of SOCAR N. Aliyev said to the President of the country that the project of phase 1 took USD 3 billion to implement. The value of the platform along with the upper modules, supporting units, compressors and others amounts to USD 500 million. Such platforms are for the first time to be constructed in Azerbaijan. The matter is that the first upper modules are constructed in Baku and all the works are varied out on the basis of the new technology.
N. Aliyev noted later that the Baku Plant for Deep Fundamentals was established by Heydar Aliyev 25 years ago and it is possible to say that almost all of the offshore fields were opened and operated through the equipment produced at the said plant. Without the plant the works in the Azeri field would have continued for 3-4 years and have taken the additional amount of USD 700 million… The plant accounts for over 3 thousand Azeri workers. They work with great skill and mastered new technologies. That is a great event and we consider the works to continue in the same direction. That platform will be used for the construction of platforms for the West and East Azeri fields. After familiarizing with the works carried out the President highly appreciated the work of the plant's staff.
